1948లో పశ్చిమ పంజాబ్ నుంచి తూర్పు పంజాబ్ తరలి వచ్చిన రైతు శరణార్ధుల పునరావాశం

[దేశ విభజన తరువాత] పశ్చిమ పంజాబ్ [పాకిస్థాన్] లో హిందువులు, సిక్కులు వదిలి వచ్చినది [సాగుభూమి] 2.7 మిలియన్ల హెక్టార్లు కాగా, తూర్పు పంజాబ్ [భారతదేశం] లో ముస్లింలు వదలి వెళ్ళినది 1.9 మిలియన్ల హెక్టార్లు మాత్రమే. పశ్చిమ ప్రాంతలో నేల చాలా సారవంతమైనదీ, సమృద్ధిగల నీటి పారుదల వున్నదీ కావడం ఈ కొరత తీవ్రతని అధికం చేసింది. మొదటిగా ప్రతి శరణార్ధి కుటుంబానికి - పాకిస్తాన్ లో వాళ్ళ వాటా ఎంతా అన్న ప్రశ్న లేకుండా – నాలుగు హెక్టార్లు కేటాయించడం జరిగింది. విత్తులు, పరికరాలు కొనుగోలుకోసం ముందస్తుగా రుణాలు జారీ అయ్యాయి. తాత్కాలికంగా యిచ్చిన భూభాగంలో సాగుపనులు జరుగుతున్నప్పుడే, శాశ్వతమైన కేటాయింపులకై దరఖాస్తులుకోసం పిలుపు యిచ్చారు. ప్రతి కుటుంబాన్ని. తాము ఎంత భూమి వదిలి వచ్చేరో ఆధారాలు సమర్పించవలసిందని కోరారు. 10 మార్చి 1948 నుంచి దరఖాస్తులు స్వీకరించడం మొదలు పెట్టారు; ఒక నెల రోజుల లోపే 500,000 వాజ్యా (claim)లు దాఖలయ్యాయి. తరవాత, అదే గ్రామం నుంచి వచ్చిన శరణార్ధులు వున్న బహిరంగ కూటమిలలో ప్రతి వాజ్యాన్ని సరిచూడడం జరిగింది. ఒక ప్రభుత్వ అధికారి ప్రతి వాజ్యాన్ని పైకి చదువగా, కూటమి దాన్ని అంగీకరించడమో, మార్చడమో లేక నిరాకరించడమో చేసేది.

అనుకున్నట్టుగానే చాలామంది శరణార్ధులు [వదిలి వచ్చిన దాన్ని] కొంత ఎక్కువ చేసి చెప్పడానికి ఉద్యుక్తులయ్యారు. అయితే, ప్రతి తప్పు వాజ్యం శిక్షించబడిది – ఆ శిక్ష కొన్నిసార్లు కేయించిన భూమిని తగ్గించడం, కొన్ని తీవ్రమైన సంఘటనలలో స్వల్ప ఖైదు. దీని వల్ల చాలా వరకూ నిరోధన జరిగినా; ఈ మొత్తం వ్యవహారంలో సన్నిహితంగా పాలుపంచుకున్న ఒక అధికారి అంచనా ప్రకారం మొత్తం మీద 25% పెంచి చెప్పడం జరిగింది. వాజ్యాలని పోగుజేయడానికి, సంప్రదించడానికి, సరిచూడడానికి, చర్య తీసుకోవాడానికి గాను ఒక పునరావాశ సచివాలయం జలంధర్ లో ఏర్పాటు అయ్యింది. అది ఉచ్ఛస్థాయిలో వున్నరోజుల్లో అక్కడ 7000 మంది అధికారులు పనిచేశేవారు. ఒక మాదిరి శరణార్ధుల నగరాన్ని వారంతట వారే స్థాపించారు. చాలామంది అధికారులు డేరాల్లో సర్దుకున్నారు. నాసిరకమైన దీపాలు, లంతర్లలో తాత్కలికంగా హిందువులకోసం ప్రార్ధానాస్థలాలు, గుళ్ళూ, సిక్కుల కోసం గురుద్వారాలతో పనిచేశారు.

ఈ కార్య నిర్వహణకి నేతృత్వం పునరావాసం డైరక్టర్ జెనరల్, భారతీయ సివిల్ సర్వీసస్ అధికారి, సర్దార్ తారాలోక్ సింగ్. వీరు లండన్ స్కూల్ ఆఫ్ ఎకనామిక్స్ పట్టభద్రులు. శరణార్ధుల స్థిరనివాసం విజయవంతం అవడానికి కీలకమైనవని రుజువైన రెండు కొత్త కల్పనలు చేయడానికి తారాలోక్ సింగ్ తన విద్యా శిక్షణని సమర్ధవంతగా వినియోగించారు. ఆ రెండూ ‘ప్రామాణికమైన ఎకరం’ (standard acre), ‘శ్రేణికి తగ్గ కోత’ (graded cut) అన్నవి.

పదినుంచి పదకొండు మాండుల (దాదాపు 40 కిలోలు ఒక మాండు) దిగుమతి యివ్వడానికి ఎంత భూమి అవసరమో దాన్ని ప్రామాణికమైన ఎకరంగా నిర్వచించారు. సాగు సౌకర్యంలేని, బీడు భూమి గల తూర్పు జిల్లాల్లో నాలుగు భౌతికమైన ఎకరాలు ఒక ప్రామాణికమైన ఎకరంతో సమానం. కోమలమైన ‘కాలువ ప్రాంతాల’లో ఒక భౌతిక ఎకరం ఒక ప్రామాణికమైన ఎకరంతో సమానం. ప్రామాణిక ఎకరం అనే భావనతో పరగణాల్లో వున్న నేల, వాతావరణం వంటి వ్యత్యాసాల ప్రభావానికి పరిష్కారం జరిగింది.

మరోవైపు, శ్రేణికి తగ్గ కోత అన్న భావన శరణార్ధులు వదిలి వచ్చిన భూమికి, వారికి లభిస్తున్న భూమికి వున్న లోటు – దాదాపు మిలియన్ ఎకరాల లోటు – ని అధిగమించడానికి ఉపయోగపడింది. మొదటి 10 ఎకరాల వాజ్యానికి 25% శాతం కోత విధించబడింది – దానితో వారికి 10 ఎకరాల బదులు 7.5 ఎకరాలు లభించింది. ఎక్కవ వాజ్యాలకి కోత ఎక్కువ; 10 నుంచి 30 ఎకరాలకి కోత 30% అలా పెంచి 500 ఎకరాల కన్న ఎక్కువ వున్న వారికి 95% సుంకం విధించారు. వ్యక్తిగతంగా అందరికన్న ఎక్కువ కోల్పోయిన ఒక వ్యక్తి విద్యావతి అని పేరు గల స్త్రీ. ఆమె వారసత్వంగా భర్తనుంచి పొందిన, (తరువాత పోగొట్టుకున్న) 11,500 ఎకరాల సంస్థానం గుజరన్ వాలా, సైల్ కోట్ జిల్లాలలో ముఫైఐదు గ్రామాల వరకూ విస్తరణగలది. దానికి ప్రతిఫలంగా ఆమెకి కేటాయించబడింది కర్నాల్ అనే ఓకే గ్రామంలో వున్న అతికొద్ది 835 ఎకరాలే.

1949 నవంబరు నాటికి తారాలోక్ సింగూ ఆయన అధికారులూ 250,000 భూమి కేటాయింపులు చేసారు. ఈ శరణార్ధులందరూ న్యాయబద్ధంగా మొత్తం తూర్పు పంజాబు జిల్లాలోకి తరలించబడ్డారు. మొత్తం గ్రామ సముదాయాలని పున: సృష్టించడం అసాధ్యమని రుజువైనా పూర్వపు యిరుగుపొరుగులూ, కుటుంబాలూ ఒకేచోట మళ్ళీ స్థిరపడ్డారు. శరణార్ధులకి వారికి లభించిన కేటాయింపుల పట్ల నిరసన వ్యక్తం చేయడానికి అవకాశం యిచ్చారు. దాదాపు 100,000 కుటుంబాలు పున: సమీక్ష కోరాయి. అందులో మూడోవంతు అభ్యంతరాల మీద చర్య తీసుకున్నారు, దాని ఫలితంగా 80,000 హెక్టార్లు చేతులు మారాయి.

పడమరలో మంచి నీటి సదుపాయం వున్న తమ భూములకి బదులుగా ఈ శరణార్ధులకి తూర్పులోని వట్టిపోయిన ఆస్తులు యిచ్చారు. శ్రేణికి తగ్గ కోత వల్ల వాళ్ళకి పోగొట్టుకున్నదానికన్నా తక్కువే దొరికింది. అయినా, వారికి స్వభావసిద్ధమైన చాతుర్యం, పరిశ్రమ వల్ల వారు పనిలో దిగారు, కొత్త నూతులు తవ్వారు, కొత్త యిళ్ళు కట్టారు, పంటలు నాటారు. నిర్జీవమైన గ్రామసీమల్లో 1950 నాటికి మళ్ళీ జీవం వచ్చింది.

[ఆంధ్రా సెజ్ విషయంలో రైతుల భూమికి పరిహారంగా నగదు యిచ్చి ప్రభుత్వాలు చేతుల కడుక్కోగలగడానికి కారణం దేశంలో 40, 50 దశాబ్దాలలో వున్న ఆదర్శాలు యిప్పుడు లేకపోవడమా? (అను.)]

  1. చాలా మంచి విషయాన్ని అందించారు, నిజంగా 'hats off to' తారాలోక్ సింగ్. వ్రుత్తిపై ఉన్న నిబద్దత వాళ్లతో అలా విప్లవాత్మకమైన ఆలోచనలతో పని చేయించింది.

  2. thanks for imp matter . many change in 50 to 09 in public and govt. on that time public may hike only25% now it self they may show with 250%. public needs all to be survive from govt and govt opinion is they are only voters. govt may escape from social resopansebleties it is horm to social

    You have done a great job by highlighting an important thing. This topic has a lot of relevance today. When I was reading that book I felt the same way. How could they do such a good job then? Why SEZ's are creating so much heart burn now? Why setting up an SEZ has to be a zero sum game? Why can not they find a win-win proposal? If not win-win proposal, why not atleast a mutually acceptable proposition? These are some haunting questions.

    If you look at Panjab issue, Tarlok Singh has done a great job. But the million dollar question is "How he was allowed to do such a good job?". We may never know the complete answer for that question, but we can make some educated guesses. In case of Punjab issue, the transfer of power(from British) was not complete by that time so nobody is in complete control so an honest officer was allowed to do his job. There was still some idealism left in the Political leaders from the National Movement. They(political leadership) already have enough problems on their hands so they might have really wanted to solve them as smoothly as possible.

    I would like highlight one more issue here which happened at the same time. The Bengal refugees were handled entirely differently. They were not given land. This was chiefly because the Govt had two different policies for Punjab and Bengal. In case of Punjab, The Govt was not expecting the refugees to go back to Pakistan but where as in Bengal the Govt was hoping that the Hindu refugees will eventually go back to Bangladesh. So the Govt did not provide any land to Hindu refugees which will make them settle in India permanently. I don't want to dwell more on this issue. The more important issue is current situation.

    Even today you can find lot of good people/officers (like Tarlok Singh) who want to do the right thing. Are they allowed to do it? Few times the answer is 'YES' but most of the times the answer is 'NO'. What are the forces that are preventing them from doing their job properly? We can come to this subject little later before that we can examine the basis for these projects.

    Most of the time the basis for any development project (SEZ, Metro rail, New Airport or Dam construction) is greater common good. It creates more value for more people. If it is not creating more value why do you want to do it? There is no point unless your intention is different. If it is creating more value then why somebody has to be a loser in that proposition? If more value is not created then it is mere transfer of wealth from one set of people to another.

    If we take Intl Airport case, before airport construction, the land value in Samshabad is X. After the airport construction, the land (surrounding airport) value will be more. for instance it is 5X (5 times). but the the people whose land was aquired are paid definitely less than X. so two sets of people are created. Govt is assigning less value for 4000 acres and at same time the market value of the land adjacent(another 6000 acres) to this airport is going up. This govt action has created a bunch of losers and bunch of winners. Now the question who will become loser and who will become winner. The govt (political leaders + officers together) can devise hundred ways to decide the losers and winners.


    Instead you can acquire 10,000 acres, you can use 4000 acres for airport construction and auction 6000 acres in the open market. you can use the proceeds to pay for all the 10,000 acres owners. so that way all the 10,000 acres are assigned same value. If the Airport is creating a lot value then 6000 acres will fetch lot of money which will be sufficient to compensate for all the 10,000 acres owners and you can use some of it for the airport development purpose as well.

    It is all about getting the value out of the project and using it for compensation and development. If some project is not creating so much value then it is the litmus test that the project is not creating enough value so the project should be cancelled.

    It does not need a genius to figure this out. but in such trasparent model the Govt officials (leaders + officers) and corporations can not win jackpots. Even if they follow the above model, they (leaders + officers + corporations) can still make decent profit but they are looking for jackpots.
